The first ever model of the world order with Open Architecture

(Unipolar, Multipolar or Multicellular One World) Democracy of large spaces, democracy of large unions

The essence of Iricrative (orig. Greek “irinos”= peace) model of the world by Vrezh Nikogosyan, is to allocate 5% of all parliamentary seats of each country toUN representatives, and equally reserve 2 seats for thedeputies, seconded from all of its neighboring countries.

A multipolar world will not lead us to anything good in comparison with the unipolar world that has become broke and bankrupt, but it will lead the world to its complete collapse and annihilation. Mankind has lived for many millennia in a multipolar world, and then everyone was at war with everybody.

The only and natural solution to the accumulated political problems of humanity, and, hence, its “Image of the Future”, is the creation of the “Architecturally Open’’, evolutionary higher-levelmulticellular structure of civilization. In biology, this happened about 900 million years ago. There will never be wars in a single multicellular world. As you know, the organs of a multicellular organism are no longer at war with each other. For development and prosperity, multicellular organisms will no longer suppress and destroy other organs, but peacefully co-exist with each other.

Today, more than ever, civilization is in a dire need of a new political organization of society, based on a fundamentally different, more complex evolutionary theory, which corresponds to the scale and nature of the modern multibillion-dollar, post-industrial society.

Everyone has been talking about this for a long time. However, over the past hundred years, no one has ever come up with a plausible answer to give to society.

This is due to the fact that within the framework of the current predatory, centuries-old Airtight Architecture, there is definitely no answer to explain this. This architecture has completely exhausted all of its possibilities of further development, thus giving no plausible answer.

The proposed framework of the Iricrative organization of the world order with an Open Architecture, gives us an almost infinite potential for development. The process is similar to biology, where a primitive multicellular organism came to become, through evolution, what is now known as”Homo Sapiens”, who created and made the current civilization we live in.

The ever-increasing conflict potential of the entire international system of the world order determines the need to organize the coordination of interests in parliaments and other legislative bodies on a fundamentally new, more open basis, corresponding to the type and acuteness of modern problems. The society is on the verge of its biggest civilizational leap – a leap it urgently needs.

An example to draw a parallel.

In biology, such a leap was the evolutionary transition from a unicellular stage of development to the point, where much more complex multicellular organisms emerged.

There is nothing constant but inconstancy…..in this world nothing is permanent except change, as they say…., however, it is only models of political governance that have remained unchanged. These modelsremained unchanged for a thousand years, and were created for small towns with a population of less than a hundred thousand people, where everybody knew everyone. These models have survived to date, despite the fact that, due to their internal constructive properties, they constantly gave rise, are currently creating and will inevitably lay ground to future wars and ethnic conflicts, planting antagonism in all areas of life.

The problem of complete eradication of wars from the life of society, is not as utopian as it seems to be. Wars and revolutions are not inevitable, as almost everyone thinks.

Wars and revolutions are indicators, which demonstrate that civilization, as a system, is still in the process of self-development, being yet at its initial and primitive stage of its development; it has not yet developed sufficiently its shock-absorbing, buffer mechanisms, and has not become resilient enough; it also lacks horizontal links, bonds and connections.

Evolution is a revolution – this is what modern theories of development keep saying and teach us.

Our dialectics asserts that any system, on its path of self-development – especially such a large metasystem as a state and civilization as a whole – will, as an independent organism, become more and more resilient, flexible and capable to develop, following an evolutionary and peaceful way of development.

A deep ideological vacuum, reigning all over the world today, is the most accurate indicator of the complete stagnation of political thought and practice – an indicator of the failure of traditional political paradigms that have completely exhausted themselves.

Current global crisis and widespread moral cynicism in all areas of life have given rise, above all, to the absence of a new, promising ideology. A sense of hopelessness reigns everywhere, hitting a dead end, in which our entire civilization now finds itself. Faith in science itself has been lost, the God-like faith, people have kept and counted on for the past 500 years.

Yes, it would be safe to say that for many people the loss of faith in science is equal to the feeling of losing God in the 19th century.

Parliament is a place of coordination of interests. Otherwise, these interests will be reconciled at the barricades, and in the age of global problems, even on the battle-field.

Mankind has paid with many lives for the idea of parliamentary representation. In the age of nuclear weapons and global problems, the coordination of interests is necessary on a broader and more open and accessible scale.

The time of the outdated and archaic Architectural Airtight model of the world order has exhausted itself and has become utmost dangerous: our time is the time of the highest level of developmentof technologies along withthe global problems, nuclear weapons, genetic engineering, nanotechnology, rapid development of additive 3D technologies, robots, AI, universal digitalization etc. People of today are connected with each other by inextricable ties and bonds.

Mankind today is in an urgent need of an open, resilient and flexible structure – a new system, similar to the proposed Iricrative model of society (orig. Greek “eirene” – peace), which enjoys such degrees of freedom that the current airtight and isolated model of the world order cannot fundamentally give to its society.

The existing structure will be replaced by an Iricrative Architecturally Open, unified, multicellular model of the world order.

This model will do the impossible – it bears a promise to put an end to all wars on earth, it will promise an unprecedented prosperity for the entire civilization with justice and an unprecedented humanization of the entire society.

The Iricrative program opens up opportunities for the complete elimination of evolutionarily conditioned, internal, system-borne causes that continuously give rise to all kinds of wars and armed conflicts.

This is the first system of relations in history that makes real the possibility of nuclear disarmament, including the possibility of complete and general disarmament. It practically makes wars impossible and completely meaningless. It won’t give anyone anything.

This is a transition of development from the Darwinian type of evolution, from the struggle of everybodyagainsteveryone, and the desire to suppress and dominate, to a new Iricrative, post-Darwinian stage of evolution, where the name of its main development factor is coordination and cooperation. It sets the limit of applicability of the Darwinian predatory laws of development.

For a practical transition to a new Iricrative model of organization of society, it is necessary to admit 5% of deputies from the UN to the parliament of each country (this is what we call “vertical openness”).

All countries must conclude an agreement with their neighboring countries under which they will allocate and exchange two deputies with each other (this is what we call “horizontal openness”).

The rights of neighboring countries are equal to the rights of the region or the state in senates. Deputies from critically important and related countries should also have a representation.

Each new Open Parliament will not onlysolve problems of any given state, but will primarily deal with the issues of their interstate relations.

Thus, each country is to acquire a status of a “Regional mini-United Nations”.

We advise, in the first place, to consider the switch to the proposed Iricrative model of the world orderfor the countries, which are especially vulnerable in terms of their internal and external security, e.g.: Armenia, Syria, Afghanistan, Israel, Iraq, Kazakhstan, Estonia, Sweden, Germany, France, Belgium, Greece, Canada, Mexico, Cuba, Venezuela, Brazil, Argentina, India and Egypt.

We are confident that once any single country sets this process in motion, and embarks on the proposed reforms, other countries will do follow suit and do the same in their own lands that same year, as this will guarantee peace, prosperity and justice for all of them.

On a higher, union level, vertical openness should be ensured by the representation of 15% of UN deputies in the parliaments of all large Unions of States:

European Union (EU), League of Arab States (LAS), Organization of African Unity (OAU), Organization of American States (OAS), CIS, ASEAN.

To ensure a high level of horizontal openness, it deems necessary to conclude a “Great Continental Treaty” with the aim of exchanging deputies between member-countries of the Great Unions of States: the European Union, the League of Arab States, the Organization of African Unity, the Organization of American States, the CIS, ASEAN.

It goes on to say that not only the 15% of seconded deputies from the UN will sit in the European Parliament, but also deputies from Asia, Africa, Latin America, represented through the League of Arab States, the Organization of African Unity, the Organization of African Unity, the Organization of American States, the CIS, ASEAN… …

The same is true for the CIS.

In addition to the 15% of deputies from the UN, representatives from the EU, Arab League, OAU, OAS, ASEAN will sit in it …

In its turn, deputies from the EU and the CIS countries will enjoy and sit with a certain percentage of votes in all parliaments of the League of Arab States, the Organization of African Unity, the Organization of American States, the CIS, the EU and ASEAN.

The proposed approach calls for a reform of the United Nations – a process, which will greatly increase its powers and influence.

The same needs to be implemented at the regional (federal lands, states, territories, republics) and district levels, which will be represented (vertically) by deputies from the Center (15%), 5% from the Union and 1% from the United Nations Organization.

On a horizontal levelwe will see deputies from their neighboring regions (territories, states, federal lands, republics etc.) – and not only from their country, but also from regions, states, federal lands … directly adjacent to or neighboring with them.

All disputed territories (Artsakh, Transnistria, Catalonia, Quebec, Northern Ireland, Scotland, Palestine, Taiwan, Kashmir) should have a representation of 1% of deputies from the UN, which will give these territories a new status – a status of the “Open Republic”.

These “Open Republics” will be horizontally represented by deputies from their own and neighboring lands equal in format, and vertically by the 15% of representatives from the Center, i.e. of their own state and the 5% of the Union of States, of which they claim to be a part of.

The proposed percentages (which the world community should still adjust and fine-tune) can be reached if not immediately, but gradually, as the level of mutual trust of these countries and unions increases.

Such a configuration will allow the peoples and territorial entities to decide which form of a state entity is most advisable and suitable for them to accept.

The proposed model allows the “subordinate” entity to decide which state or unionit willallow to join.What we see here is the reverse subordination of subsystems.

If we assume that there would be a desire of the post-Soviet republics to restore the union following the example of the former USSR, then the proposed model will provide a path to start this process with the admission of 6 to 8 deputies from the Inter-Parliamentary Assembly of the CIS countries to join the open Iricrative parliament as a starting point.

Should this be the case, a civilized rule of law will prevail with the right to participate in the decision-making process only.

In contrast to the airtight type of the world order, there will no longerbe a sub-national political body, but a nationwide political entity with its vertical scale of governance.

It will only exist as part of these open states –which will serve as a common segment of its “lower” representative bodies of power.

The status of the “Open Republic” is the missing “happy medium” between legal norms that are rigidly opposed to each other: the right of nations to self-determination and the right of a state to preserve its territorial integrity.

Such a main conflict-forming issue as the question of who owns this or that territory (Artsakh, Transnistria, Abkhazia, Crimea, Northern Ireland, Southern Kuril Islands, Taiwan, Kashmir, Catalonia, Scotland, Quebec, etc.) will finally be removed from the political agenda of these states.

Having acquired the status of the “Open Republic” these states will now all belong to themselves in a mutually defining, mutually responsible inclusion.

The analysis, based on the new Darwinian-Symphonic method of seeing the processes of evolution at the macro level, the development and formation of all large and highly complex systems (whether biological, computer, economic or, as in this applied case, political systems), will require that the status of the UN will need to be raised to, adjusted and changed to, figuratively speaking, the status of a kind of World Chamber (WC), and not the World Parliament, as it has been erroneously proposed so far.

The UN can become a parliament only if, one day, we shall see …..aliens from outer space come down to Earth.

Theywill havevacant places reserved for them both horizontally and vertically.

After all, the Iricrative model of the world order is fundamentally open to all – open to the outer space as well. And if aliens do exist, then they most certainly live in peace, and therefore they are also organized according to a more progressive and open Iricrativemodel of relations.

It is no coincidence that Irenology (the science of peace), which appeared in the 1960s and 1970s, was an attempt to find a solution, first of all, to the global problems, problems of nuclear disarmament and ecology – problems, which are fundamentally insoluble within the accepted Airtight Architecture of political theory and practice.

It is safe to say, that a country, which will be the first to begin to transfer its state structure to an evolutionarily higher Iricrative stage of development, would historically become a pioneer of a formative beginning of a new, fundamentally peaceful, prosperous and just society.

Russia can still preserve itself as Russia, only when it becomes the “Empire of Freedom”, to form the beginning of the New, Open and United World!

In terms of its size and unique diversity of all its constituent elements, Russia is a “World within a World”. And, consequently, having found a prosperity model for such a large and heterogeneous, complex system as Russia, we will thereby almost automatically find a prosperity model for the entire planet as a whole.

That is why Messianism is so indestructible in Russia.

Russia, due to its scale and its heterogeneous nature, is simply forced to seek a solution to its internal problems in such a messianic, planetary scope, in such a global context.

The scale and planetary character of Russia and its inherent nature keep pushing Russia towards Messianism – otherwise, Russia will never solve its own numerous problems it faces.

Even though Russia continues to be called a state, butde factothis giant is actually the World.

The internal scale of worldviews and outlook, ancient history, vast territory, multinational culture endow Russia with civilizational power and strength – it is by no means similar to a dwarf state of Switzerland or Great Britain and Germany, or even the USA.

It is only India and China that Russia can be compared to, following these most important parameters.

Such a planetary approach to the vision of the world is the only possibility, the only method of reforming and re-building Russia.

And that means, first of all, that it is Russia that should implement and offer the worldnew ways for the future of the planet, new creative solutions and its new ideals.

Understanding the specifics of the practical re-building of Russia must be sought, first and foremost in a general system approach. A practical answer to the age-old dispute between Slavophiles and Westerners is: “What is so special about Russia?” now sounds like this: “The specific nature of Russia is a specific way of management of the Large (and, therefore, Heterogeneous) system.

Consequently, ways to re-build Russia must be sought in understanding the specifics of the management and organization of the Large, Heterogeneous System.

For an effective management of large systems, which is Russia (as well as India and China), it is necessary, first of all, to have a significantly greater degree of internal freedom and more flexible points of common ground. It is fundamentally impossible to give Russia all currently available Western airtight, monocentric models of the world order.

Such an airtight, monocentric system of relations is more or less suitable to managesmall, homogeneous, underdeveloped societies. For Russia, the Western Airtight model of the world order will only serve as a straitjacket.

The method of managing large, heterogeneous, developed, complex systems, which include states, economic conglomerates, organisms, neural networks, and especially human brain (as the most complex system) must be unique in its nature.

The proposed Network-centric technique for controlling large devices will greatly advance the understanding of how consciousness and the brain function, and will significantly contribute to the creation of Artificial Intelligence.

Giving greater degrees of freedom means, first of all, weakening of vertical ties. And with a complete absence of horizontal ties in the current airtight unitary or federal system of relations, it is fundamentally impossible to weaken the vertical.

Integrity as a system may immediately collapse – and then the state will perish with all the ensuing catastrophic consequences.

It should also be noted that the right to VETO in such a reformed UN should be transferred from states to political regional organizations like the EU, CIS, Arab League, OAU, OAS or ASEAN.

In this architecturally open, single, multicellular model all legislative bodies of countries and regions would nothave the current rigid “wild sovereignty” with its airtight patriotism, nor the archaic-democratic, absolute right to have all of the 100% of the votes, but a civilized “big, open, Iricrative sovereignty”, entitled only to the prevailing majority vote.

The Iricrative status, in contrast to the federal, autonomous or any other status, completely makes null and void the main conflict-forming question: which state this or that territory belongs to? Now there will be only one answer – it belongs to itself, but in a responsible way and through a relationship with its environment.

In order to remove the potential for tectonic tension with neighboring states and territories, fraught with a deadly conflict or danger, and to dramatically increase the effectiveness of their entire social and economic structure, Israel, Punjab, Kashmir, Tibet, Quebec, Northern Ireland, Scotland, Catalonia, Transnistria, South Kuril Islands, Artsakh, Cyprus, etc. should be the first territories to gradually switch to an open Iricrative type of relationship.

In such an architecturally open, unified, multicellular Iricrative model of relations, an extremely broad basis for compromise is being formed – a part, which all the conflicting parties have always lacked. The votes of deputies can much more easily be divided than the rule of law, as law is often indivisible.

In the proposed open Iricrative model of the world order, wars are forever excluded from the life of society – hence, all states can destroy nuclear weapons on the planet without fear. No one will be able or dare to attack another state. After all, within the framework of the Iricrative world order, an attack on any state will be tantamount to an attack on the whole world as a whole. Just as an attack on, say, the kidney, heart or liver of an organism is tantamount to an attack on all organs at once, on the entire organism as a whole.

“Foreign” deputies will watch each other and interfere, when trying to militarize a budget or approve hawkish ministers.

Even having conquered some else’s territory, one can only get some 15% of the votes. Is it worth the effort to go to war against the whole world for this? Given the fact, that the right to transfer these 15% of the votes vertically will always belong to the local population or people themselves.

The newest, Iricrative Status, the Status of the Open Republic of the two disputed Kuril Islands will almost automatically resolve the dispute between Russia and Japan without loss for either side. In any case, even if these islands were not a matter of dispute, both countries would have been much better off if they set up and formed horizontal chambers of local councils of adjacent territories.

All bordering countries should establish similar interconnections, regardless of whether they have disputed territories or not.

Instead of the so-called “Buffer safety belt” sovereign countries should establish a “Belt of Peace” along their borders.

Throughout such a “belt” all district councils (later to be joined by regional councils) should exchange deputies with theirrespective equal-rank counterparts of neighboring states.

After all, it is in the border areas where most disputed territories are located.

We are confident that as soon as any state starts the proposed reforms, many countries will follow suit and do the same in their home country, as this will guarantee peace to all of them.

We also think that such countries as Germany, Norway, France, Sweden, Holland, Denmark, Belgium, Spain, Georgia, Armenia, Latvia, Kazakhstan Ukraine, Belarus, Jordan, Argentina, Venezuela, Cuba, Syria, Israel, Qatar, Egypt, Japan, China, India, Indonesia, Australia, New Zealand, Singapore, will rank first to embrace these reforms and invite the 5% of the UN deputies to their parliaments.

Iricrative organization of society, in contrast to the airtight organization of society, welcomes the diversity and multi-faceted nature of nations, states and cultures. It does not segregate and draw a line between “aliens” and “others”, does not perceive its neighbors as a potential threat, nor does it seek to suppress and subjugate them.

After all, it is common knowledge that nature becomes even more stable and balanced when the constituent elements of its eco-system become even more diverse and versatile.

The whole psychology of a modern man, the whole system of his values, the whole culture of our civilization, reflecting our current, predatory type of world order, are aggressive and internally intolerant of everything different other than himself; these factors will wage a latent or direct war of all against all.

The world strives for a dangerous and disastrous uniformity in everything. Such an architecturally sealed system of values is extremely dangerous. It is always fraught with conflicts, always charged for war.

Presented here, in a brief and most general form, is the concept of the political future of our civilization and the direction of its evolution, combined in the form of an alternative geostrategic program Nikoghosyan Vrezh’s the “Strategy of Iricrative Unity” for the world as a whole, as “Image of the Future” – in comparison with the “New World Order” of the USA program, put forward by the United States. We feel these proposed programs are, in all aspects, a much more promisingsystem of guidelines to follow.

Frankly speaking, the issue is even more complicated and burning–it is either our civilization switches to an Iricrative open organization of all mankind, or we will certainly all perish.

This is even so much evident nowadays.

Mankind today is indeed on the verge of destruction. And we have no time to waste.

It is necessary to immediately begin the process of familiarization with this model and make a real transition to the proposed Iricrative model of the world order.

The Open Architecture of the Iricrative model of relations should become the Image of the Future for all mankind!©
